Physical DescriptionCaption: "Better Get The Lead Out Of Your Pants, Chum!" A sleeping workman, "Steel Negotiations" dozes against the side of a house that has a huge hole in the roof. At the side of the house, boards "Voluntary Settlement", shingles, nails, and tools lie unused. Above the roof, an umbrella "Temporary Injunction" shields the hole from an approaching storm cloud, "Congress".
