Gorbach served as president of the National Council of Austria (one of the two houses of the Federal Assembly of Austria) from 1945 - 1953, 1956 - 1961. Gorbach served as Chancellor of Austria from April 11, 1961 until April 2, 1964. After serving as Chancellor, Gorbach returned to the National Council where he continued to serve until 1970.
During the Nazi control of Austria, Gorbach was held as a political prisoner at Dachau from 1938 - 1942 and again was held at Flossenburg from 1944 until the end of World War II.
