Historical NoteIn March 1964, a delegation of 29 Mexican legislators visited Washington D.C. for the Fourth Mexican-United States Interparliamentary Conference. Senator Manuel Moreno Sanchez,President of the Mexican Senate and
President Lyndon B. Johnson were the key figures.

The Mexican delegates were impressed by the Johnson Administration's interest in addressing obstacles in U.S.-Mexican relations. The conference highlighted the desire on both sides to find solutions to issues like the salinity of the Colorado River waters and the importation of Mexican migrant labor.
Despite the positive developments, differences remained on international issues, particularly concerning Cuba. U.S. legislators noted the Mexican delegation's preference for discussing bilateral issues, which was seen as a reflection of Mexico's independent foreign policy, emphasizing friendly ties with the U.S. without necessarily aligning with Washington's approach to inter-American problems.

During this conference, this memorial wreath was presented in honor of President Kennedy by the Mexican delegation to the 4th parliamentary reunion.
