The first reshuffle of the Cabinet of Tunku Abdul Rahman on 31 August 1957 appointed YAB Tun Abdul Razak as the Deputy Prime Minister. On 10 September 1957, he was appointed the Minister of Defence. On 17 November 1959, he was appointed the Minister of Rural Development. In 1960, he formulated a development policy, which covered all aspects of national requirement, known as the Red Book and formed the National Operation Room which monitored all progress or failure of programmes.
