Historical NoteThe Manpower Development and Training Act (MDTA) of 1962 was a bill signed by President John F. Kennedy to help unemployed workers retrain and find new jobs. The act was intended to address long-term unemployment caused by technological change and automation. The act authorized $435 million over three years to fund the program
