Physical DescriptionOriginal cartoon drawing. John F. Kennedy tries to pour a huge bottle of tacks labeled "Kennedy Medicare with Higher Social Security Tax" down the throat of a bedridden old man while a Doctor holds a bottle labeled "Kerr Mills Plan". Caption reads: "Who's Your Doctor".
Historical NoteJohn F. Kennedy's Medicare plan was a Social Security-based program that would provide health insurance for the elderly. The Kerr-Mills Act was passed in 1960 by President Kennedy as a program that provided federal grants to states for medical care for the elderly who were not on public assistance. JFK made Medicare a legislative priority in 1961 although his efforts to pass Medicare were unsuccessful, the program was eventually signed into law by President Lyndon B. Johnson in 1965.
