Historical Note
THE TRACTORS-FOR-FREEDOM movement was a wholly private humanitarian movement aimed at saving the lives of several hundred men. It was supported by many American citizens.
Fidel Castro made an offer to "exchange" the lives of 1,200 prisoners for 500 agricultural tractors. A number of private committees were organized to raise the necessary funds, and many private American citizens inquired as to where they could contribute. President Kennedy felt the United States government could not be a party to these negotiations. But he stated the government should not interfere with the humanitarian efforts of private citizens.
