Physical DescriptionOriginal cartoon drawing. John F. Kennedy tugs at the arm of an aged patient while he holds a medicine bottle labeled "Medicare for the Aged and Financed by Social Security Taxes". A Doctor, American Medical Association, tugs at the patient's other arm and holds a bottle labeled "Kerr Mills Bill/ Federal Money to States to Subsidize Medical Care". Caption reads: "At Odds Over the Curer".
Historical NoteJohn F. Kennedy's Medicare plan was a Social Security-based program that would provide health insurance for the elderly. The Kerr-Mills Act was passed in 1960 by President Kennedy as a program that provided federal grants to states for medical care for the elderly who were not on public assistance. JFK made Medicare a legislative priority in 1961 although his efforts to pass Medicare were unsuccessful, the program was eventually signed into law by President Lyndon B. Johnson in 1965.
