He speaks to a sailor "You can't strike against that flag" and points to the U.S. ensign hanging in the office. In the background, two men , labeled "Lewis" and "NLRB" and a woman labeled "Perkins" observe, and all state "That fellow Kennedy sounds like a radical!"
