Physical DescriptionOriginal cartoon drawing. A concerned man, "Treasury", holds a pail under the barely dripping tap of a barrel, "The Tax Hike". At the rear of the barrel, a man holding a hand drill, "Legal Gimmicks", has drilled holes in the bucket, "Loopholes", and liquid is gushing forth into a large bucket, "Exemptions", as an alarmed man looks on from the next room. Caption reads: "Sure Would Help If He'd Plug Those Holes!"
