Historical NoteFerman Martin uses the cliff in this cartoon to represent economic, social, and political struggles. President Kennedy is in the precarious position, caught between trying to climb up the hill toward Canada reaching for economic stability and alliance and supporting Latin America and it's dependency on the United States for aid.
